Canadian Dental Care Plan (CDCP)

Accessible Dental Coverage for More Canadians

The Canadian Dental Care Plan (CDCP) is a federal program designed to improve access to dental care for Canadians who don’t have private dental insurance and have a household income below $90,000. This plan helps reduce financial barriers so individuals and families can get the dental treatment they need.

CDCP Eligibility Criteria

To qualify for the CDCP, applicants must meet all of the following requirements:

  • No existing private dental insurance
  • Household adjusted net income below $90,000 per year
  • Canadian residency for tax purposes
  • Filed a tax return for the previous year

Who Can Apply Right Now?

The CDCP is rolling out in phases. Currently, the following groups are eligible:

  • Seniors aged 65 and older
  • Children under the age of 18
  • Adults with a valid Disability Tax Credit (DTC)

All other eligible Canadians will be able to apply starting in 2025.

How to Apply for the CDCP

Applications are submitted directly through Health Canada. Once your application is approved, you’ll receive a welcome package from Sun Life, the program administrator. This package includes your coverage start date and a membership card, typically within three months of applying.

What Does the CDCP Cover?

The CDCP helps cover a wide range of dental treatments. While it is not a free dental care program, it significantly reduces costs based on your household income:

  • $0 co-payment for incomes under $70,000
  • 40% co-payment for incomes between $70,000–$79,999
  • 60% co-payment for incomes between $80,000–$89,999

Covered Services Include:

  • Preventive care: scaling, fluoride, sealants
  • Diagnostics: dental exams, X-rays
  • Restorative care: fillings
  • Endodontics: root canals
  • Prosthodontics: partial and full dentures
  • Periodontics: deep scaling
  • Oral surgery: tooth extractions

Note: Some treatments may require prior approval based on your oral health history and dental provider’s recommendation.

CDCP and Other Government Programs

If you are enrolled in other dental programs such as:

  • Healthy Smiles Ontario
  • Ontario Works (OW)
  • Ontario Disability Support Program (ODSP)

…the CDCP will generally be considered your primary coverage, with other programs coordinated accordingly.
